
What You Need to Know About SB 1383
What is all this talk about SB 1383?
In short, it’s a Senate Bill Governor Brown signed into law in September 2016 – intended to support California’s short-lived climate pollutant reduction strategy. Scientists tell us that greenhouse gasses released by human activities, like landfilling food and yard waste, cause climate change. To respond to this climate crisis, California implemented statewide organic waste recycling and surplus food recovery.
2022 Regulation: Recycled-Content Paper Requirements
Beginning January 1, 2022, SB 1383 requires jurisdictions (cities, counties, cities and counties, or special districts that provide solid waste collection services) to purchase recycled-content paper products that are recyclable.
This builds upon existing laws to purchase products that contain minimum recycled content, and adds requirements on product recyclability and recordkeeping. As examples, these product types may include, but are not limited to:
Office Supplies
So many office supplies, so many options! Recycled content office supplies include items such as: file folders, hanging holders, white wove envelopes, manilla envelopes, index cards, cartons, corrugate boxes, wrapping and packaging products.
Writing and Printing Papers
Business print, a lot. Imagine if every business printed using recycled copy paper… and the amount of trees that would be saved every year! Recycled content writing and printing papers include: copy paper, xerographic, watermark, cotton fiber, offset, cardstock, note pads, computer printout paper, writing tablets, and other uncoated writing papers.
Printed Materials
All businesses use branded stationery and marketing materials to a certain degree. Recycled content printed materials include, but are not limited to, products like: calendars, brochures, reports, magazines, publications, posters, newsprint, book paper, and business forms.

Jurisdictions must ensure that they are purchasing paper products and printing and writing papers that meet the following SB 1383 requirements:
- Minimum recycled content and recyclability (described in further detail below, under the sections “Recycled-Content Requirements” and “Recyclability Requirements”)
- Written certification and other verification from product vendors, as applicable, certifying that the products meet the recycled-content and recyclability requirements.
